Their talk, titled &ldquo;The Challenges in Indian Country in the 21<sup>st<\/sup>&nbsp;Century: Planning, Law and Community,&rdquo; was sponsored by the&nbsp;<a href=\"http:\/\/www2.clarku.edu\/departments\/geography\/\">Graduate School of Geography<\/a>&nbsp;and the&nbsp;<a href=\"https:\/\/www2.clarku.edu\/departments\/holocaust\/\">Strassler Center for Holocaust and Genocide Studies<\/a>.<\/p>\n<p>Dworkin, head of the Indian Law and Tribal Relations Practice Group for&nbsp;<a href=\"http:\/\/www.sackstierney.com\/\" target=\"_blank\" rel=\"noopener\">Sacks Tierney Law<\/a>&nbsp;in Phoenix, Arizona, gave a brief history of federal Indian law and explained how it has swung between two extremes: from a melting-pot approach, where Indians are assimilated into the majority culture, to one that focuses on their differences and allows tribes to self-govern and work in conjunction with the federal government. (Dworkin also mentioned that while some universities and organizations have adopted the term &ldquo;Native Americans,&rdquo; she uses the term &ldquo;American Indians&rdquo; or &ldquo;Indians&rdquo; because that is how legislation refers to Native people.)<\/p>\n<p>Building a &ldquo;trust relationship&rdquo; is key for this relationship to work, said Dworkin, who teaches law at&nbsp;<a href=\"https:\/\/www.asu.edu\/\" target=\"_blank\" rel=\"noopener\">Arizona State University<\/a>&nbsp;and serves as appellate justice of the&nbsp;<a href=\"http:\/\/www.srpmic-nsn.gov\/\" target=\"_blank\" rel=\"noopener\">Salt River Pima-Maricopa Indian Community Council Court<\/a>, judge pro tem for the Tohono O&#8217;odham Nation, special judge to the&nbsp;<a href=\"http:\/\/www.fpst.org\/\" target=\"_blank\" rel=\"noopener\">Fallon-Paiute Shoshone Tribe<\/a>. Sometimes Indian law &ldquo;promotes trust and resiliency, sometimes it doesn&rsquo;t,&rdquo; she explained.<\/p>\n<p>Pijawka added that sometimes it is not just the policy that prevents progress. &ldquo;The land is there and the government is supportive,&rdquo; but there are deeper cultural problems that have to be addressed. Many times, he said, Indians have been forced out of the reservations due to historical policies or poverty, or a combination of both.<\/p>\n<p>Pijawka is associate director of the&nbsp;<a href=\"https:\/\/geoplan.asu.edu\/\" target=\"_blank\" rel=\"noopener\">School of Geographical Sciences and Urban Planning<\/a>&nbsp;at Arizona State University.
