Dana Bauer is an interdisciplinary researcher with particular interests in environmental conservation and sustainability. She applies economic and ecological theory towards the assessment of ecosystem services, and the analysis of policies and programs that aim to protect them. Her current research focuses on farmers\u2019 perceptions of and willingness to participate in wildlife habitat and water conservation programs. Specifically, she is investigating crop pollination services across the U.S. and irrigation water use and scarcity in the Red River Basin. Her previous work focused on the conservation and management of vernal pools and other small natural features that provide large ecosystem functions, and the valuation of benefits provided by riparian and estuarine buffers. Her research has been funded by the U.S. Department of Agriculture, the Environmental Protection Agency, the National Oceanic and Atmospheric Administration, and the National Science Foundation. In response, societies make massive investments in water conservation and allocation to support human water security and freshwater ecosystem services. There is a growing interest in voluntary incentives (e.g., payments\\\/subsidies offered to water users) as a strategy for reducing conflicts in and beyond water conservation. Incentive-based programs hold promise, but uncertainties remain regarding how state and non-state environmental organizations may implement them effectively and efficiently. Effective implementation of incentive-based conservation requires strategic allocation of financial incentives across space and time. This project will investigate how interactions among social, hydrological, and biological spatial dynamics affect the sustainability of human-freshwater systems under incentive-based conservation. These dynamics shape the viability and effectiveness of incentive-based water conservation programs in river basins around the world. The focus of this project is on water systems in areas with extensive agricultural use, but the findings will be relevant for understanding the dynamics of incentive-based conservation programs for many types of resources (e.g., marine fisheries, energy, waste, forestry). Thus, results have the potential to transform understanding of the ways in which conservation incentives might enhance the sustainability of a wide range of integrated human-natural systems.<\\\/span><br><br><span>The project focuses on the Red River, the second-largest basin in the south-central United States. Information on conservation actors and water users will be gathered via interviews and surveys to populate utility-theoretic behavioral models of decision-making regarding willingness to offer\\\/accept conservation incentives. Game theoretic models of strategic social interactions will extend the behavioral models by examining water users? likelihood of cooperative or competitive behavior. Retrospective, empirically-based modeling of relationships among groundwater, stream flows, and freshwater ecosystems will predict ecosystem service outcomes under varying climate and water use scenarios. Combined results from these models will be used to parameterize and calibrate an integrative socio-environmental simulation. The simulation will model the entire integrated system, from the design of conservation incentives, through decisions made by water users and water resource managers, to the linked surface and groundwater system and subsequent ecosystem service outcomes which influence human conservation decisions. Dynamic system scenarios based on varying conservation incentive budgets, priorities and climatic uncertainties will be simulated over 20-year time horizons. Recent declines in both managed and wild pollinators have been attributed in part to habitat loss and pesticide exposure. Growers of pollinator-dependent crops are thus confronted with potential on-farm tradeoffs between effective pest control and successful pollination and their decision making is further complicated because pollinators and pesticides often cross property boundaries. However, growers differ in their knowledge of both the pollination services provided by insects as well as impacts of pesticide exposure on such services. They also differ in their willingness to adjust management practices to address these impacts, and these differences likely depend on the particular cropscape (i.e., the land-use patterns and specific crops grown) within which the grower operates. This research project will first develop an integrated pollinator- pesticide cropscape typology that places each county in the continental U.S. along a pollinator risk-reward gradient. The research will then conduct grower surveys in select cropscapes to answer the following questions: (i) How aware are growers of the different pathways through which pollinators are exposed to pesticides? (ii) Will provisioning of information regarding the damages of pesticides and the benefits of pollinator habitat offer enough private incentive for growers to change their management practices or are additional policies or programs, such as payments for habitat conservation or pesticide abatement, warranted? Their rapid and widespread adoption, including registration for use on virtually all field and horticultural crops, is largely due to their: a) high selectivity towards insects with low mammalian toxicity, making neonics relatively safe to humans compared with older insecticide classes; b) high water solubility, allowing for systemic uptake and circulation to all plant parts; and c) broad-spectrum activity that targets a wide diversity of insect pests. Unfortunately, these same attributes that make neonics versatile and powerful pest management tools make them prone to non-target effects. Their systemic activity, for example, results in the presence of active ingredients in pollen and nectar, including both crops grown from neonic-treated seed and uncultivated weeds and wildflowers, providing an unanticipated exposure route for beneficial pollinating insects. Indeed, neonics have been implicated as a factor in sudden die-offs of managed honey bee hives and long term declines in native bee populations . Thus, farmers growing pollinator-dependent crops--representing a large fraction of all fruits and vegetables--are confronted with a potential trade-off between two competing aspects of crop production: effective pest suppression and successful pollination. It remains unclear, however, to what degree pest and pollinator management are mutually exclusive in specialty crops managed with neonics and whether this trade-off can be mitigated.This dilemma is particularly apparent in cucurbits (collectively valued at ca. $1.5 billion annually in the U.S.), which are attacked by several insect pests that constrain production. These pests are effectively managed with neonics, but are ultimately dependent upon bees for pollination and fruit set. Cucurbits present the ideal framework to address a conundrum posed by neonics in agriculture at large: Can these powerful and ubiquitous insecticides be used to effectively target pests while simultaneously preserving key pollinators? To address this broad goal, we have assembled a diverse team of research and extension scientists, from entomologists to economists, across several Midwestern and Northeastern states, combined with input from a consortium of cucurbit growers, beekeepers, and pest control representatives. Seasonally inundated wetlands (vernal pools) are a model system to study the dynamics of small natural feature management.
