The IPCC 6<\\\/span><span style="font-weight:400;">th<\\\/span> <span style="font-weight:400;">A<\\\/span><span style="font-weight:400;">ssessment <\\\/span><span style="font-weight:400;">R<\\\/span><span style="font-weight:400;">eport (AR6) states: \\u201cMultiple climate hazards will occur simultaneously, and multiple climatic and non-climatic risks will interact, resulting in compounding overall risk and risks cascading across sectors and regions\\u201d <\\\/span><a href="https:\\\/\\\/www.zotero.org\\\/google-docs\\\/?I9B8FB"><span style="font-weight:400;">[1]<\\\/span><\\\/a><span style="font-weight:400;">. It further states: \\u201cClimate resilient development is facilitated by international cooperation and by governments at all levels working with communities, civil society, educational bodies, scientific and other institutions\\u2026 These partnerships are most effective when supported by enabling political leadership, institutions, resources, including finance, as well as climate services, information and decision support tools\\u201d (ibid). Climate impacts to water trigger cascading impacts because water is essential for human health and wellbeing, food and agriculture, the economy, energy generation and ecological integrity. <\\\/span><span style="font-weight:400;">Water scarcity<\\\/span><span style="font-weight:400;"> is an escalating global challenge: \\u201cRoughly half of the world\\u2019s population currently experience severe water scarcity for at least some part of the year due to climatic and non-climatic drivers\\u201d(ibid). Global challenges are mirrored in the Fourth<\\\/span> <span style="font-weight:400;">U.S. National Climate Assessment (NCA) <\\\/span><a href="https:\\\/\\\/www.zotero.org\\\/google-docs\\\/?jZCDIH"><span style="font-weight:400;">[2]<\\\/span><\\\/a><span style="font-weight:400;">: \\u201cChanges in precipitation and runoff, combined with changes in consumption and withdrawal, have reduced surface and groundwater supplies in many areas. These trends are expected to continue, increasing the likelihood of water shortages for many uses.\\u201d The NCA map of projected water scarcity by 2050 is alarming (ibid). Water resources in the U.S. are suffering major climate impacts, including the Colorado River Basin (cite <\\\/span><span style="font-weight:400;">NYT 2021<\\\/span><span style="font-weight:400;">). Climate change science and policy must also vigorously confront <\\\/span><span style="font-weight:400;">climate injustice <\\\/span><a href="https:\\\/\\\/www.zotero.org\\\/google-docs\\\/?G4O28V"><span style="font-weight:400;">[3]<\\\/span><\\\/a><span style="font-weight:400;"> - the disproportional adverse impacts of climate change on marginalized groups and ways they exacerbate and reinforce structural inequity. While AR6 calls for \\u201cadaptation solutions which are effective, feasible, and conform to principles of justice\\u201d (IPCC 2022), it does not provide much practical detail, or empirical evidence <\\\/span><span style="font-weight:400;">on how to design and deploy solutions and responses <\\\/span><span style="font-weight:400;">to climate challenges, echoing the singular operational gap in sustainable development reports over decades <\\\/span><a href="https:\\\/\\\/www.zotero.org\\\/google-docs\\\/?cJcEIn"><span style="font-weight:400;">[4\\u20138]<\\\/span><\\\/a><span style="font-weight:400;">. NCA signals the way, arguing for the design herein: \\u201cIn particular, building networks, partnerships, and support systems has been identified as a major asset in building adaptive capacity\\u201d (NCA 2018, cite <\\\/span><span style="font-weight:400;">Lackstrom et al. 2012<\\\/span><span style="font-weight:400;">); but co-creation\\\/deployment experience is sorely lacking. In developing solutions, scientists and policy makers must recognize that research and development practices tend to exclude those most adversely impacted <\\\/span><a href="https:\\\/\\\/www.zotero.org\\\/google-docs\\\/?xvsp9T"><span style="font-weight:400;">[9\\u201318]<\\\/span><\\\/a><span style="font-weight:400;">.
