Dr. Abby Frazier is a climatologist who studies the spatiotemporal dynamics and impacts of climate change and climate variability. Her research uses geospatial analysis to integrate diverse datasets, including models and observations, to understand the multi-disciplinary impacts of climate on freshwater resources and ecosystems over regional and global scales, with a focus on Pacific Islands. She is interested in climate extremes, particularly the impacts of drought and the El Ni\u00f1o-Southern Oscillation on local hydrology and wildfire regimes. She collaborates closely with stakeholders to co-produce actionable science to support climate change decision making and natural resource management.<\/p>\n

Underpinning all projects are commitments to environmental and climate justice, transparency, and the inclusion of communities that are vulnerable as a result of social and physical conditions. Tracking these objectives will be the focus of ongoing and iterative\\u00a0program evaluation. A dedicated Program Manager will integrate the efforts of staff and PIs, and liaise with partners and other regional climate programs. Long-term observations of rainfall, temperature, and soil conditions are currently unavailable in many areas of Hawaii that are relevant to atmospheric science, hydrology, and ecosystems science. Through this Major Research Instrumentation award, the Hawaii Mesonet will be established. A Mesonet (mesoscale network) is a densely located set of observational stations, in this case focusing on surface weather and land observations. The Mesonet will enable a wide variety of scientific studies with relevance to the people of Hawaii and in other topographically diverse regions. The award has clear societal relevance as evidenced through the partner organizations, such as water and natural resource managers, fire departments, and state and federal organizations. Students and post-doctoral researchers will gain field experience in instrument installation, calibration and maintenance, and data from the Mesonet will be incorporated in classes to expand the impact of the acquisition. The research team will also work with programs intended to boost the involvement of native Hawaiian students in research.<\\\/span><br><br><span>This Major Research Instrumentation acquisition award is for the deployment of a statewide network of state-of-the-art climate monitoring stations. The Hawaii Mesonet will consist of 84 climate stations with sensors for rainfall, air temperature and humidity, wind speed and direction, solar and net radiation, and soil moisture, heat flux and temperature. The stations will each have a data logger, power supply with solar charging, and data telecom device allowing for real-time data transmission. An expanded HDKE project would necessarily mean meeting the needs of a larger number of resource managers across the state. Therefore, the specific objectives of this proposed expansion would be to: (1) streamline the process of drought knowledge co-production and exchange to support an expanded group of stakeholders, relying on our current HDKE experiences with three pilot partners; (2) continue to demonstrate four aspects of a knowledge exchange: (i) Easier Access to Drought and Climate Information and Data Sources; (ii) Better and More Comprehensive Information; (iii) Improved Technical Assistance; and (iv) More Collaborative Information Transfer Environment (Giardina et al. 2019); and (3) co-produce site-specific climate syntheses relying on innovative templates developed during interactions with HDKE pilot sites and available climate data including historical rainfall and drought, and future climate projections. <br><br>In this project we will work with 10 additional stakeholders, several of whom have already confirmed their interest and participation.
