The US Nuclear Regulatory Commission has a longstanding policy of not requiring its licensees to design or operate their facilities to resist enemy attack. Yet, it is becoming evident that nuclear facilities are potential targets in the context of asymmetric warfare. This talk will address the vulnerabilities of nuclear facilities, the strategic implications, and the options for action.
